From the look of things, the final confrontation between Kirito and Sugou/Oberon will take place on the 24th episode. Yes, the first half of the episode will be unbearable for some of us (Remember the final episode of Accel World? Yeah, that part). Episode 23 is more on Kirito patching things up with Suguha and the 2nd attempt on the grand quest.
I think they will air up to 25 episodes. The 26th episode is reserve to special/OVA (most probably the missing episode between 20 and 21, the Jotunheim misadventure) that will release on DVD/blu-ray.
