Tried downloading this. Only seem to be able to view it raw, no subs for me in either mpc or vlc
they’re probably just not set to forced, try navigating to the subtitles part and turning the subs on

They’re turned on. At the start of the video when the server admin is announcing server shutdown i see subs for that, just not character speech.

No problems here. Plays the subtitles fine. Check your settings or uninstall and reinstall your player is all I can suggest.
As the one who timed this, you just made me check if I had somehow derped something up badly. Gimme my minute back. :<
